Yeah I'm not so much interested in "historical antecedents of Britpop" or stuff that sounds like Britpop now, though the former is interesting, I'm more thinking of the time in the 90s - was there a release or moment that marked a division between not-Britpop and Britpop, at each end.

Nah, Suede were getting hype of a very different sort immediately before the Big Push started. They never really fitted in with Britpop until they returned without Bernie B.
"For Tomorrow" is probably the most Britpop record ever, I think Rick is closer with Suede, I would like to say that Mark is less close with the Stuffies but I can't really pin down why, other than "It didn't feel that way at the time".
I used to be a pure pop gal back in 1994 or whenever it was. One day I was in the Tammy Girl changing rooms and Blur's Girls And Boys came on the store radio- for me it was the first Britpop song, and it changed my life for evaaaaar. Though I am sure this is peak Britpop to the better educated.
perhaps OK Computer DID do more damage to Britpop than the self-inflicted harm of Urban Hymans after all. But i lump Urban Hymns in with Diana Death and always see that as the true sign of the 'scene' death. hum.
