Key to my non-chart nominations for 2003 are answers to the following two questions:

* What year do we count The Dresden Doll's debut, self-titled album as being released in? They released it on their own label in 2003, and then on Roadrunner in 2004.

* What year was Outkast's "SPeakerboxx/THe Love below" released in for our purposes? "Hey Ya!" charts in 2003, and the album was definitely released then in the States, but the album doesn't chart in the UK until 2004....

'Hey Ya' peaked in the singles chart in 2004 (a weaker year overall I'm confident many will agree) - an argument for holding it over until then?
