If your nomination isn't on this list, don't panic - I've probably shunted it over to 2001 or decided it was pushing it a bit to include it at all (see newly evolved guidelines below).

1. It made the UK top ten according to everyhit.co.uk
2. It made the UK top 40 according to everyhit (i.e. if it got re-released and made the top ten, we'd go for the year it was a bigger hit, cf Sonique)
3. Discogs UK release date
4. Discogs US release date
5. My werk database
6. Wikipedia/other interweb source
I know this is very UK-centric but it should all balance out by the end of the decade and prevent us having any Miley Cyrus difficulties later on :)
